The IncuBot User's Manual - The !giveop Command                 

Usage: !giveop <nick1> [nick2] [nick3]

Userlevel required: 100

Purpose: !giveop will make me op between 1 to 3 people at
once. I'm a bit thick, really, because I'll op people who are
already opped, and I'll even op people who are shitted or have
userlevel 0, only to instantly deop them again.
