The IncuBot User's Manual - The !useradd Command                

Usage: !useradd <nick!user@host> <userlevel>

Userlevel required: 125

Purpose: !useradd adds a user with the specified level to the
userlist. You cannot add a user with a highuser userlevel than yours.
Masks may be included, i.e. *!*jhess2@*gmu.edu.
