GLOBAL is a prefix command, it should be followed by a
subcommand.  Available subcommands are:

LIST|INFO [botname]	Show botlist or info on botname
DIE [botname]		Kill bot or all bots
DEBUG level		Set debug to level lvl (0..2)

The DIE and DEBUG commands require user/shitlevel (125/0).
