Levels are used to determine which users can make VladBot-ec do
what, and how they will be treated.  The levels are:

userlevel >=  50 : The user will be made channel operator.
userlevel >= 100 : The user may modify user/shit/prot lists.
userlevel >= 125 : The user may use certain "special" commands.
userlevel >= 150 : The user may use all functions.

shitlevel >=  50 : The user won't be opped, and cannot modify
                 : the various lists, regardless of the userlevel.
                 : VladBot-ec also will not allow this user to be opped by
                 : someone else.
shitlevel >= 100 : This user will be kicked and banned on
                 : joining the channel.

protlevel == 100 : I will not massdeop or masskick these users.
                 : If a user with level 100 is deopped, I will
                 : reop them.
