Usage: !nuhlist
Userlevel required: 150
Purpose: !nuhlist lists all the users across all channels the
bot is on. Unlike an Incubot, the bot has one global list and
channel user lists imply refer to this one. This enables the bot
to skip using /WHO on channels it already knows all the users in
from other channels.
The command isn't very useful, but it makes it easier to see if
a bot is missing from channels. It is mostly there to help with
debugging.
