Usage: !secure <secure level>
Userlevel required: 150
Purpose: !secure Changes security level. Valid security
levels are 0-3. The security levels are as follows:
Security levels
0 = No functions require authentication and high ops are
autopped.
1 = Bots require a passwd to op and perform important
functions.
2 = Bots do not allow ops to op other users, but they
autoop other bots.
3 = Bots do not allow ops to op other users, they must op
themselves by using the bots.
